Lifecycle

Registered, Verified, Monitored and Certified levels carry different meanings. Stronger levels require the current policy's identity, transport, security and review evidence.
The signed record binds the domain, level, policy evidence, issue time and expiry. Certified status includes authorized manual review.
Expiry, renewal, suspension, required revalidation or loss of eligibility can change what the badge represents. Prior signed versions remain part of the audit history.
