HIP is not entirely open source. The parts developers need for interoperability and independent inspection are public. The hosted service and its private operational systems are commercial software.

Why HIP uses this model
Public contracts make HIP results portable and understandable. Keeping the hosted scoring, certificate issuance and operational controls private helps protect abuse-sensitive systems and supports the managed service.
